Guardrail service that injects reusable workflow rules into every coding-agent session

Developers driving Claude Code or Codex keep re-typing the same conventions (work in a worktree, sync upstream main, test then open a PR) and the agent silently drops them after context compression or in a new session. In repos they don't own they can't edit AGENTS.md, so there is no reliable place to store those rules. A small tool that stores versioned rule packs, injects them into any session, and verifies the agent actually followed them would remove most of that babysitting.
