A pre-flight scanner and policy gate for AI coding agent instruction files

Security researchers showed that a malicious AGENTS.md dropped in a folder like ~/Downloads can hijack Codex or Claude Code sessions. Developers have no systematic way to inspect the instruction and config files an agent will read before it starts acting. A small tool that scans and gates those files before a session begins would close that gap.
